Could we get clarification on what this means, please? Does it mean they're restricted to 'Minor' Statuses only? Or it's more difficult to gain status? All other statuses are described, but this doesnt appear to be explained (that I can find).

I believeeeee it means you can only hold 3 status. The minor refers to the severity of the status ban. For example under a major status ban you can only hold one I think?

Lexi is correct. It is in the BNS guide which be have rewritten most of the status for. A minor status ban means you can only hold 3 fleeting status at one time. A major status ban mean you can only hold 1 fleeting status.

Does it affect Innate or Abiding status?

No, only fleeting.
Low Clan suffer this no matter what. High Clan who pledge to the Free city (such as the Cappodocian) suffer it because it is held and run by Low Clans AND the free city is not fully in fealty.
