I have been thinking on this and I think we can make it work with 5 ratings.
Population/Blood Pool - This would be based off of wealth, happiness and silence (see below).
Wealth - What your populace does day to day to survive, get by.
Happiness -
Silence/Fear
Defense
My thought process on the following Domain stats.
Land Size for ease of play let us assume that you have enough land to support any industries you have and your population.
Max blood per generation. Lowest gen being 9th and 12pts, 8th gen 15pts, 7th gen 20pts and 6th gen 30pts.
Assume average player generation is 8th and can have 15 blood max. most baronies will start with 5 Vampires in it (total 75 blood to fill everyone up). We don't want that so say half each rounded up (8pts per vampire to be distributed). that is 40 points.
Here is how to calculate blood pool/population.
(6 x Wealth) + (4 x silence) + (4 x Happiness)
Assume base of 3 pts at game start in each (max 10). This would mean IF someone built a balanced domain they would have access to 42 blood to divide among their 5 Kindred.
Each category starts with one free dot in it. The four purchasable domain stats can be bought like abilities at 1pt x lvl per level. There are benefits and drawbacks to each category. More wealth might mean more blood but at the cost of security, silence and happiness. any of which could indirectly affect your domain and wealth.
If we want to offer enough domain creation points at the start to balance then it would take 20 domain points to raise all 4 categories from 1 to 3.
Cost to raise a Domain Stat is 1 domain pt times the level you are raising it to. Since all start at lvl 1 it would cost 2pts to get lvl 2 and another 3pts to get level 3. Total 5pts per categorty to raise from level 1 to 3
Bonuses based on Duke's Clan. (PC's learn latter after Domain is built - may be changed based on particular character concept and ST thoughts but every Domain will get a +1)
Brujah, +1 Defense
Cappadocian , +1 Silence
Lasombra, +1 Wealth
Toreador, +1 Happiness
Tzimisce , +1 Defence OR Fear
Ventrue, +1 Wealth
Good thorough Dukedom/domain write ups may receive bonuses or bonus points to spend.
After game start characters can spend downtime actions and utilize influence (beyond basic maintenance) to raise/grow these stats or earn more Domain creation points.
ie. Build a Cathedral might add to Silence or earn some domain points to spend on increases (which would be tied to the structure and hence lost if it is destroyed). Build a school of martial training (add to Defense or again maybe just points for the Duke to spend into his domain).
Characters joining a domain after game start may possibly add some domain points for the Baron to disperse or a straight out bonus depending on the character.
Players can opt to spend their personal xp into the domain at a conversion rate of 1 personal xp to 2? or maybe 3? domain points.
Wealth, Silence, Happiness and Defense all start at a base of 1pt.
Domain creation points = 20 for a 5 player domain + 5pts per additional Cainite (Dukedom Max 8 Cainites per Dukedom)
Wealth
This is a representation of the products, services and raw goods your Dukedom produces. Do you farm, mine, raise livestock, fish, produce finished products...
For every dot/pt in Wealth you need to choose a category. You can choose the same one more than once. The first dot will be either Agriculture - food or Livestock. This allows you to be very specialized in one or two areas or be well balanced.
If you have large amounts of wealth you may be allowed to put excess onto a card for trade in game, latter use or to use as a tithe.
I would suggest you need wealth to be greater than your blood pool/14 to maintain a healthy well fed populace. Anything more is excess anything less means your peasants are suffering/hungry/ill...
Chris, these categories are to simplify things that happen in the world and that may affect a Dukedom. Famine, disease, blockades, pillaging...
Agriculture - Food (grain, fruit, olives, other grown edibles)
Livestock (cows, goats, sheep, horses...)
Sea (fishing or other things taken from the sea)
Finished Products (crafts, wagon wheels, armor. things that are sellable as a man built product)
Hunting (fur and meat)
This affects the total Domain cap on Resources (3 or 4 x lvl)? and Trade (1.5 x lvl round down)

Silence
There are two ways silence is maintained. The first is typical silence where no on suspects that there are monsters among them. The second is FEAR.
Using FEAR for silence means that everyone knows there is a monster on the hill, but if we don't talk about it then we won't catch their notice and be OK.
When you create your Dukedom you can choose between Silence and FEAR. Tzmitze more commonly run domains based on FEAR.
A domain with the FEAR rating is generally isolated and closed to outsiders. When they do come they generally come to a designated town or trading place. If they wander farther into the Domain people take note of the outsiders. So FEAR domains also tend to have high Defense.
Other domains do not know much about what happens in that area and rumors of these so called monsters are generally passed of as the local peasants being overly supersticious.
Silence contributes 4 x lvl to the Blood Pool.
Happiness
Happiness or contentment is just that. When the peasants are content with their lives they do not rise up as much or want things to change. Just because they FEAR talking about the monster on the hill doesn't mean they are not happy or content with their lives. There is a trade off, that monster on the hill protects them from other and worse things. They reason it away. Happiness is more a rating of the general populace and peasants rather than any mortal nobility in your area.
Happiness adds 4 x lvl to the blood pool.
Defense
This is the base level security of your Dukedom. It represents the difficulty for bandits or strangers to cause mischief. For other Vampires to poach your blood and so forth. Your control of your territory. High defense means you have lots of little informants that keep you informed of things that happen in your domain. Low levels mean that there is a fair bit that can slip by if precautions are being taken.
This does NOT add to your blood pool, but rather it helps protect it, your wealth, happiness and maintain silence.
Blood Pool
This is how much blood is accessible at the start of a game for the Duke to divide as they see fit among themselves and their vassals. If a character is not at game the blood pool is reduced by 6 blood (assuming they did not leave instructions that they were doing something else).
A Dukedom's blood pool is equal to (not including temporary bonuses or penalties, good year, someone poaching blood...)

Herd adds to a characters personal total (after the Duke divies out the available Domain blood) and not the Domain total.
NOTE: You do NOT have to tell anyone, even your Duke everything that is on your character sheet. So you do not have to tell them you have herd.
