The city officials are in a tizzy. They are not quite sure what to do.
They have been holding back their own city guards to avoid offending the Church and starting another unneeded war in the streets of Triest. They feel they suffered enough in the recent past when the city was first attacked (by Nicomedes). And now they find worse in the area.
They approach your retainer due to his co-ordination of the recent festivities as they feel perhaps he can help them (he is the face of your church I presume, where as it is known there is someone higher ranking than him but that he/you rarely come out to directly interact with the locals).
Since shortly after the festival and after the first set of forces besieged the church, they have found a few partially burned corpses that did not fully burn outside the walls and several more inside the walls. They approach your "church" quietly because they do not wish to create panic in the streets.
The 2 mostly burned bodies just on the outskirts of town that particularly disturb them and at least one other they suspect may have been in a similar state found within the walls. In addition another 2 that were burned within the city walls have only enough remaining to know they were people not animals but might be related.
The two for sure, after having the local witch/herb woman/hearth lore specialist examine them to confirm, appear to have been sacrificed in some dark manner. Having their bodies cut open and parts removed.
They want to know how to proceed? They would normally go to the Church of the True Cross but is has been desecrated and is under siege from forces abroad.
