Infernal sacrifices

I think that while the Legate is in Trento he should hear of infernal sacrifices that have take place over the last few years. Just like in Trieste... Missing people, partially burned bodies, organs missing.

Then have him privately seek out Raetus and ask him about them and what is being done to protect the people..

I am going to try to get us a list of all flaws and characters for easy access so we can use them to our benefit.
