So there seems to be some misconception about Domain stats and using them.
Unless you have Influence to deal with these areas then as a Cainite they are there and act of their own accord.
Defense - This is the Mortal made defenses of the Domains. The local mortal leaders control these. Cainites do not have any access to call upon them nor have them do their bidding. A decent defense will easily outstrip a personal militia. Also the Defense rating of a territory will also put a cap on how much Militia can be held in one area.
Silence - This relates directly and indirectly to you as a Cainite. One of Caines original laws (pre-Camarilla) is the Silence of the Blood. In most cases this means the mortals NOT knowing Vampires exist among them, in other cases it might be fearful silence "not wanting to know for sure" and as such turning a blind eye. Poor Silence means that it is easier for Church and inquisitors to know something is amiss in your territory.
Happiness - A happy populace draws more people out and into areas where you can feed on them.
Wealth - Helping your Duchy become wealthy allows it to prosper drawing more workers, traders, entertainers and as such more food for you. This in no way represents your personal wealth. It does let you purchase higher levels of resources.
Why do I up something that I can not use personally as a character. Plainly, for blood and the ability to not be hunted as some evil dark beast in the night.
A Duke is the ultimate law in his Domain over Cainites but has no influence/control over the mortal rulers without Influence.
An example.
When Trieste was invaded. The local Defense could have very easily wiped out the small Militia's that were strutting around as if they owned the place. Their Leaders thought they were in control. They were wrong. The only reason that they were not wiped out is that shy of a few incidents (which in mortal world is expected) they did not really cause the mortals any problem and in fact brought business in the form of food purchases, business at the local whore houses and so forth. So they were left to strut.
Bandits set up outside of Laibach borders. As it was not actually in the territory it was not an immediate concern. Business was still coming in. Then there is/was the plague. The local mortal military was needed to help quarantine and control the Slave markets. Word eventually came that those who tried to leave were being killed and thus hindering others from coming. THAT would have got the local army/militarys attention, and possibly had them mobilizing a hunt for the bandits (remember the mortals do not know about Vampires so would assume it was simply other mortals) before the damage they were doing to their trade became permanent.
