This is a ghouled retainer. they cost 1 blood per year from the Trieste blood pool. They offer access to the Trieste Defense domain rating for quick mobilization of the mortal forces. These are for the defense of Trieste and threats to ONLY.
lvl 3 = 1/3 forces
lvl 4 = 2/3 forces
lvl 5 = all the forces
Depending on threat level the player may perform a test to see if they might manage to mobilize additional forces.
These retainers can be "promoted" through the ranks with downtime actions or xp.
Domain Defense Rating = 8 x militia rating
ie. a Domain Defense rating of 3 is equivalent to eight level 3 personal militias.
and work at a rate of 2 per next level.
(2) lvl 3 militias = (1) lvl 4 militia
thus (4) lvl 3 militias = (1) lvl 5 militia
