Just thought I would go through this here again as there is the possibility of several Low Clans looking at the Free City as a berth.
For a Low Clan to join the Free City they basically just need to pledge their Loyalty to it and they are in. The exception being if they have done something directly against it or threatened the city. In which case the Doge could refuse.
IF they refuse they are making a pretty bold statement to both the Herald and Ard Rhi which depending on circumstances may have their own reactions.
If a Low Clan is turned away after they have chosen to pledge (with out there being 8 pc's pledged there already, and note that you can not stop them from pledging to the city only kick them out after) they have the right to call a meeting of the city to fight for their right to stay, which may or may not result in a vote on this and other matters.
The Doge is with in their rights to refuse a Low Clan or High Clan entry into the city/Domain (with exception of gatherings) if they are not pledging to the city.
If someone is not pulling their weight by offering their service to the city (xp donations will count as strengthening the city) the Doge can kick them out. If they are pledged they can call for a meeting to dispute their removal.
A Doge can Refuse to allow a High Clan to Pledge to the city with no consequence. High Clans belong in Duchies unless there is some personal reason for debasing themselves.
So, a free agent Tremere could simply pledge to the city if that was their desire and there is little you could do. Where as a Tremere that is sworn to a Duchy could be banned from entering except for gatherings.
A Gangrel that has threatened to sack the city could be cast out despite their pledge to the city. A Low Clan who was part of a Duchy could simply walk in and pledge loyalty if they were free of their fealty oaths elsewhere. ie. a Nosferatu from Trento could come Pledge loyalty to the city assuming they had never directly threatened it.
Anyways, most of it comes down to IC play. Don't close doors just because someone has been a personal character rival. It can lead to great fun and roleplaying and great scenes.
If a meeting is called from a Pledged member it will most probably happen at game.
Once pledged a character is pledged until they renounce their pledge or are kicked out (and given the chance to challenge their expulsion).
No matter what always remember what status you have, and what it can do. It can make a HUGE difference in a scene.
