There was a large gathering of materials and some land started to be cleared next to the new guard house and stables.
But then word has it that city officials come out and put a stop to it. Since then all the materials and gathered labor is just sitting there, workers are slowly starting to drift away.
Something is standing in the way of these good people.

The city of Trieste is in general unrest. Uncertainty among the councilors on what to do and how to respond.
One morning some Councillors arrive only to find the doors to City Hall Barred with a message that says closed until further notice.
Latter that day a portion of the city guard begin systematically shutting down several Inns in town under the auspices of Moorish sympathies. Searching for anything that may be ungodly or unholy in the eyes of the True Church.
The following day the search expands to encompass more than just the Inn's in question. Trieste is in near virtual lock down with 2/3 of the local forces now searching for not just Moorish but Pagan sympathizers while the remaining 1/3 begin guarding and bringing farmers and food into the safety of Trieste.

In fear of the two armies that seem to be converging on Trieste. The city watch has closed the roads to all outgoing traffic except for their escorted wagons that are gathering food.
Farmers and others are still allowed to come into Trieste for safety but are very carefully scrutinized.

The large port chain is strung at the mouth of the port of Trieste. This has blocked all traffic from the sea from entering of exiting the port.
