The following scroll is discreetly posted in all areas of Cainite interest, as well as word of mouth spread by our various Cainite messengers, town criers, etc.
Greetings, fellow Cainites of Gaul:
I welcome any and all petitioners, supplicants, and various and sundry others who seek my counsel and/or judgments to meet me at the Shield of Safety if I am not otherwise occupied. If I am so occupied, word can be left at the Shield or at my offices in the library of Klagenfurt, and I will endeavour to see all who need me within a reasonable time. It is my goal to ensure that all who require the Herald's office are able to avail themselves of its services freely, efficiently, and without threat of retribution.
Thus, I choose to conduct business in that neutral location. Ordinarily, I would receive guests at my library. However, I understand that any number of you might not feel comfortable with this, as you would not only have to travel to Klagenfurt if you are not of our dukedom (an inconvenience in and of itself) but you would also have to further enter my own personal domain of the library, within which I am Builder. In the interests of the impartiality of my office, I choose to forego those protections for official business since there might be the perception of undue advantage as I cannot be punished or held accountable for anything that might occur within the library, regardless of what assurances I might offer to the contrary. According to the letter of our law, I might just as easily lie with every word to your face as we spoke, or stake you and drain you dry upon my table, or any one of a hundred lesser insults or violations your fertile imaginations might care to think of. (OOC: This is why you should build things.) Of course, I assure you that I would not in fact do these things, but these are mere words. This invitation is the action. The aforementioned perception is not conducive to the open conduct of the official business of my office, and so again I extend the invitation to meet upon neutral ground. The usual protections against violence and assault will apply to all parties concerned there, and I wish you to speak freely with me without worrying that I might hide behind the shield of my domain. I seek unity within the domain of the Ard Rhi, as he has charged me to do so, and I want all to feel that they can approach me in good faith and on equal footing.
Also, feel free to come see me on any matter at all, although obviously official business will take precedence over mere small talk. But I would know those whom I am directed to serve, and thus I look forward to meeting many of you. I sincerely hope some of you will take me up on this generous offer. Thank you.
