All this comes down to what rights do you have in your own Domain? Who trumps who. If someone walks into your house should they not show you respect? or can they walk all over you?
Domain Rights:
Duke:
A Duke holds Domain over a territory but they hold it in the Ard Rhi's name. They can set the rules of behaviour while in it as long as they are accessible to the guests to learn (on board) and more importantly to the Herald or Chamberlain as it is their job to enforce the social aspects.
For instance, a Duke can declare that violence or hostile use of a discipline within their domain is prohibited during gather. If someone is caught breaking this rule than the Duke can expect compensation (and possibly the one it was used on if the Herald decides it is appropriate). But such rules apply to ALL including the Duke.
A Duke can expect compensation if someone causes damages from anyone who is seen to have participated in causing them (directly or indirectly).
The Chamberlain is expected to be neutral and uphold the rules and determine of a transgression is warranted or not and how much the transgression is worth.
Side Note: ordering those who are a masquerade breach not to use obfuscate when needed to protect the masquerade is probably a bad idea as it is your silence that will suffer. Limiting it's use is fully OK however. “You must Mask yourself if you can, if you can not you may hide yourself only to protect the masquerade, doing so to spy and listen in to that which is not your business is to breach my domain.”
Update/Clarification: A Duke is immune to passive effects of status from all Cainites except greater position holders (Chamberlain, Herald, Reeve, Prince or Ard Rhi) while within their own domain. Thus they can make an accusation or statement and it is given as much or more weight than anyone else's.
They do not gain this benefit if they are in a Laird's Domain (even if said building is within their greater Domain).
They can however latter be held to account for something they said in their domain as there is also a responsibility to live up to their position.
Prestation (actually calling in and using boons) Trumps all.
Builder Status (Personal Domains) vs Dukes (hold Domain in the Ard Rhi's name):
Builder (Innate) – The status builder gains the Passive benefit from the status Laird and the Spent bonus from Connected. It is actually 2 status combined under 1 name. This is an exception to the rule because it is actually 2 separate statuses. You do not loose the Passive bonus after utilizing the spent bonus.
You have dedicated enough time, energy, resources and influence to build something of lasting benefit in a Domain. Your efforts have not gone unnoticed and you have gained recognition for such. Such notice will generally involve holding a Gala upon completion to show off your work to the court. Such structures generally grant some bonus to the Domain it is in.
Passive: Laird (Innate)
- In recognition of your efforts you have been granted personal domain over the structure in question. Though it technically belongs to the Duke in the area you hold ultimate authority even over them in this structure (even if you move to another Domain). This authority stands even over the Duke while in this structure. You have the right to grant Sanctuary to any who reside within it. You can not be punished for anything you do while you are inside.
Clarification: The possessor of Laird is immune to passive effects of status from all Cainites except greater position holders (Chamberlain, Herald, Reeve, Prince, Ard Rhi, Duke or Doge whose domain your Laird domain is in), while within their own domain. Thus they can make an accusation or statement and it is given as much or more weight than anyone else's. So A Duke from another Domain does NOT trump you.
They can not latter be held to account for something they said in thier domain unless they re-iterate it outside their domain without the ability to back it up with status or it is in violation of a Tradition.
Openly attacking, insulting a Laird or causing damage to their property (or being part of the damage causing group) is a breach of Domain. Expect the Herald or Chamberlain to come down on you and possibly the Reeve to punish you if they feel like it. It would also be scandalous to force a Laird to leave a scene in their domain if you are caught.
A Laird essentially has most of the rights of a Duke (create rules to abide by while within) but it is limited to their structure(s) or estate/grounds.
Prestation trumps all.
Spent: Connected (Innate)
- You can expend Builder at game to gain access to some standard item or commodity for the night (a crossbow, pile of torches, horse, tracking dog...)
- You can Expend Connected to use one Influence in another individuals Domain.
