My down time will be gathering people to rebuild the my building that was destroyed and also help me figure out if this was on purpose or not.

This is going to also take your Retainer to make things happen, to arrange to get stuff removed, cleared and begin pushing things through.

You try to get things in order to start rebuilding but discover a minor problem. It seems that one individual has recently made claims to the Merchant council that you are a false profit. He supplies a document stating that the Lands on which your haven stood were on long term, permanent lease to the de Zenaro family. That when they first settled in Trieste making it the family home they struck a deal. They would pay and maintain the walls around the area of the private bay/dock in exchange for the land. According to this writ, contract the land would remain in de Zenaro hands indefinitely as long as one of the blood permanently lived in the family house that was to be built there.
He is arguing that since there is no house or wall, the land reverts to the city. And that they should do something more beneficial to the city there. Any surviving de Zenaro's will be compensated and can be given more suitable lands for the prosperous growth of the city.
The merchant council seems to be divided every-time it comes to allocating funds and approval for the rebuilding of any of the storm damaged areas. There are talks of how they could become great through other ways, maybe a war college, or Library. Maybe both. Or perhaps they should build a ship yard and build great ships to extend their reach to new markets. In fact a ship yard could go at the old de Zenaro grounds since it has a dock.
