I'm spending both of my downtimes on Klagenfurt.
First downtime: I will consolidate power in the Guild (get it back from the fatty - Dominate, Commerce, Leadership, Resources, Politics, Brawl, Potence (clearly, I will be diplomatic before I pull out the stops))
His tests: rock, rock, paper, rock, scissors
Our tests: P, S, R, S, R
Second downtime: Increase wealth in Klagenfurt (Resources, Politics, Dominate, Commerce, Leadership, Military, Court, Navy)
His tests: rock, paper, paper, scissors, rock
Our tests: R, P, P, P, S
Retainer: I will set my 3 point paragon retainer to increase Happiness.
His Tests: rock, paper, rock, scissors, rock
Our Tests: R, S, R, R, P
Extra: I will also send a message to Nunzio calling in a major boon I have on him to use a downtime building up Klagenfurt's Defense for the next year. (dunno if I need it, but here: scissors, rock, scissors, paper, paper)

Downtime 1 + Retainer Message is sent to Nunzio.
You begin manipulating, twisting and working your magic on the few merchants still left in Klagenfurt. At first you hit a few roadblock in the way of stubbornness from those few who are gaining great profits by controlling the extremely limited food supply. On several occasions you attempt to go see the fat man but are unable to get directly to him. You are constantly told he is not in, that to come back during the day and so forth. Eventually getting tired of doing things "the proper way" you slip into tenebrousform and slip in through the cracks along the outside of the building. As you get near you can hear him talking and arguing with someone so you know he is there. As you get closer both voices stop mid sentence. Slipping into the room just a few seconds latter the only person to be found is a slave girl chained to a bed in the corner.
You easily dominate her and she points out a ledger. Looking at it you discover it is in cypher and another language. But you steal it anyways as it is obviously a business ledger.
You take the book with you when you leave.
It takes you a good week or two but due to your skill with Languages you manage to decipher some of his accounts, debts owed to him and contacts. Over the next month you carefully arrange for a few deaths, blackmail and others to payoff the debts of those owing the fat man. Making sure that those whose debts are cleared know that you are to thank.
You manage to wrest back control of the guild and start sending feelers out to find a better supply of food and product to get things back in order. After wll you are merchant enough to know that in order to foster good trade you need raw goods to turn into product.
Second downtime not yet processed. You have until the next deadline to change them if you want. If you don't they will be processed then.

Downtime 2)
Pulling together you influences and resources and working in tandem with your Retainer you manage to locate a flock of sheep that is being sold off from down the peninsula and a bunch of seed grain. You have the sheep transported as close to Klagenfurt as you can. Your retainer then picks them up and guides them back to Klagenfurt where you arrange for breeding pairs to be delivered to farms around the county and seed grain to others. On route he meets up with a man who is becoming famous for his exploits around Laibach (you are pretty sure this is someone elses retainer) he happens to be be in the lead of a large herd of cows and goats with cages of chickens on their back. In addition there is more grain and vegetables.
Joining forces and using the zombie herders the two of them, under your instruction manage to bring hope and some modicum of prosperity back to the area and Duchy.
Though the happiness and wealth of the Duchy does not actually go up from what it was in the past you manage to keep it from dropping as much as it would have due to recent events.
