So Narses has got the Brujah at the border fort, the one that was sort of part of Gaul but not really (since no one was enforcing this border), to swear fealty to him. That territory, now well fortified and directly on the border of Gaul is definitely now Narses's. Offering a great staging point and also a good coup against his brother Didiskalos who recently bloodhunted him.
Morrigan went to Venice under the auspices of looking for information. The Emissary did a great job of making sure she was seen hobknobbing with the elite and seen several times going to Narses's palace/manor once he was back (impression is that she was in private meetings with him).
He is bloodhunted in all of Didiskalos's territories. So what is she doing visiting his domain and bargaining with him for?
