Purpose of offer from Lord Casmir
first, Lord Casmir has no real history other than being mentioned so I thought he would be a good Tremere name to use.
His faction, what ever it is, be it Infernal, or even if he is just a puppet of another Tremere is looking to garner enough boons to claim the Territory after the war. Make a Chantry where the main fort stands. They will swear to whomever they have to if they can effectively get a small Dukedom for themselves.
It also provides Ricchar a way to be more "important" and hopefully to start messaging people to try to drum up some support.
